Lanier outlined some of the changes in the way her department does its job — procedural, technological and investigative changes that I suspect have more to do with the drop in homicides than sociologists might credit.

It's the weather
Weather does matter. At least in the short term. Not certain about the long term (ie: do people wait till it stops raining before shooting someone or do they change their mind).
The latter part of this discussion reminds me of a Simpsons episode.
