How come when I see a headline “Woman Loses Home Over $362 Water Bill” I just know it’s talking about Baltimore? Where else could this happen? Sho ’nuff…

We used to call it being a RESPONSIBLE HOME OWNER…
(guess things have cghanged?)
But is there any other place in America you can lose your home for an unpaid water bill (the mortgage was paid off years ago)? Shutting off the water? Understandable. Losing your home? That does not make sense.
