QPP 24: Avoiding “Policy by Crisis”: Gordon Graham

Peter and Nick are pleased to be joined by Gordon Graham, the co-founder of the law enforcement policy shop Lexipol.

Gordon had a storied career in law enforcement, which he followed by starting up Lexipol and running Graham Research Consultants. He begins with the observation that police departments can reduce to zero their risk of civil liability in one way: stop policing.

The conversation ranges from how to make policies – whether they can be canned, whether one-size-fits-all, the creation of ‘policy by crisis’, and much more. The importance of testing and revisiting not just policy but the law comes up. Gordon points out that most cops would fail a basic Fourth Amendment quiz. (“I’ll take it, and I’ll bet you a bag of donuts I’ll pass with 75% or higher” – Nick). Then again Nick was wrong about at least three specific things in this one podcast episode alone: 1) Gordon’ current title, 2) the length of time Gordon spent in law enforcement, 3) the relative demography of Parkland, FL versus Newtown, CT. But you wouldn’t know half of that thanks to Peter’s clever editing. Nick should buy Peter a bag of donuts.
